Kenneth Ofori-Boateng is an accomplished Associate Professor of Economics at the Ghana Institute of Management and Public Administration (GIMPA), where he also serves as Director of GIMPA Training and Consulting (GTC). He holds a PhD in Environmental and Development Economics from the University of Ibadan, Nigeria, earned through the African Economic Research Consortium’s (AERC) Collaborative PhD Programme for Sub-Saharan Africa. He also holds a Master’s degree in Economics and a Bachelor’s degree in Economics and Law, both from the Kwame Nkrumah University of Science and Technology (KNUST), Ghana.
Dr. Ofori-Boateng has pursued advanced training through several internationally recognised programmes at institutions such as the University of St. Gallen in Switzerland, the University of Pretoria in South Africa, the Joint Facility for Electives in Kenya, and the University of Ghana Business School. His academic and professional journey reflects a deep commitment to advancing economic development through both scholarship and practice.
As a researcher and consultant, Dr. Ofori-Boateng has led and contributed to numerous high-impact projects across Africa. He served as Lead Consultant for the restructuring of Ghana’s flagship “Planting for Food and Jobs” programme into the “Enhanced PFJ,” commissioned by the Ministry of Food and Agriculture. He also developed funding mechanisms for key interventions under the Food Systems Resilience Project (FSRP) and played a central role in a labour rationalisation exercise for the Ghana Railway Company. In 2019–2020, he led a feasibility study for the African Development Bank to assess the technical, financial, and environmental viability of establishing a cashew processing plant in Nigeria. Earlier, he supported The Hunger Project-Ghana in developing a winning technical and financial proposal for the Rural and Agricultural Finance Programme.
Dr. Ofori-Boateng’s consulting work spans diverse institutions, including the Ministry of Food and Agriculture (Ghana), Ministry of Railways, African Development Bank, GCAP, CODESRIA-Senegal, ICOUR, RTIMP/IFAD, ACET, and the Hunger Project-Ghana. His research output is equally impressive, with publications appearing in leading peer-reviewed journals such as the International Journal of Green Economics, Journal of Poverty, Scientific African, Journal of Financial Crime, International Social Science Journal, SN Business & Economics, and SpringerPlus, among others. His work addresses a wide range of themes, including taxation, public finance, energy use among the poor, stock market responses to shocks, and climate change impacts on agriculture.
His areas of expertise include development economics, environmental economics, international economics, and public sector economics. In the classroom, he teaches across GIMPA’s postgraduate and undergraduate programmes, covering subjects such as business and managerial economics, public sector finance, international trade, economic policy, development finance, and research methods.
Dr. Ofori-Boateng has received several academic awards, including a commendation for meritorious service from the University of Applied Management (Germany), and scholarships from the Global Business School Network (GBSN) and the Partnership for African Social and Governance Research (PASGR). He was also one of the first recipients of the University of Ibadan’s International Scholarship for West African students and held an AERC-funded PhD fellowship.
With a strong track record in research, policy advisory, and institutional development, Dr. Ofori-Boateng brings to the Steering Committee deep expertise in economic governance, public finance reform, and results-driven development planning. His unique blend of academic excellence and hands-on consulting experience positions him as a valuable contributor to cross-sector policy dialogue and institutional innovation.
