Hon. Victoria Bright

Legal Reform & Governance Specialist - Member of the Steering Committee

    Hon. Victoria Bright is a distinguished dual-qualified international corporate lawyer, admitted in both the United Kingdom and Ghana, with more than three decades of experience advising governments, multinational corporations, international financial institutions, and multilateral organisations across Africa, Europe, and the United States. A scholar of Balliol College, Oxford, she also holds an Executive MBA with distinction from the University of Oxford’s Saïd Business School. She made history as the first Black female partner at the London office of DLA Piper Solicitors, one of the world’s largest and most prestigious global law firms and is widely recognised as a trailblazer for women and minority professionals in the legal industry.

    Her professional career covers an exceptional portfolio of high-profile, multi-billion-dollar projects in infrastructure, telecoms, oil and gas, power generation, capital markets, and corporate restructuring. In the United Kingdom, she advised on the £1 billion Broadband Aggregation Project, then the largest broadband initiative in the world, and played a pivotal role in structuring the London Congestion Charging Scheme, the first of its kind globally. In Ghana, she was instrumental in the privatisation of Ghana Telecom (now Telecel Ghana) and Westel (now AirtelTigo), led negotiations for the $547 million Millennium Challenge Compact with the United States, and served as lead counsel for the redevelopment of the historic Ambassador Hotel into the five-star Mövenpick Ambassador Hotel complex. She also advised on Ghana’s first Sovereign Bond Issue, several major energy sector transactions, and cross-border projects of strategic significance across Africa.

    Victoria’s leadership extends well beyond legal transactions. She served as Legal Advisor to President John Agyekum Kufuor and later as a Minister of State, where she provided critical advice on governance and national development. Internationally, she is a Legal Consultant to the World Bank, advising on governance, procurement reform, and PPP frameworks. She is also a Senior Advisor at the Albright Stonebridge Group (ASG), Washington, D.C., a premier global advisory firm formerly chaired by the late U.S. Secretary of State Madeleine Albright.

    Her governance influence is equally visible in her board leadership. She currently serves on the Board of MTN Ghana, one of Africa’s leading telecommunications companies, and the Board of Ashesi University, a premier African institution recognised for its commitment to ethics, leadership, and innovation in higher education. She is also a Founding Council Member of the Ghana Association for Restructuring and Insolvency Advisors (GARIA), where she contributed to Ghana’s landmark Corporate Restructuring and Insolvency Act of 2020.

    Her pan-African influence is further strengthened by her role with the Afro Champions Initiative, co-chaired by Former President Thabo Mbeki and Aliko Dangote, which supports African private sector leadership in advancing the African Continental Free Trade Area (AfCFTA).
